Even non-magical humans are viewed as sub-human by this world, they're treated better than magical races, sure, but they're still not allowed the same dignity as wizards, hell, they even go out of their way, to great lengths; to segregate the entire non-magical population from wizards.
Not to mention even half-muggles are treated as second class, isn't that a whole part of the reason why they bullied Hermione? Because she wasn't "pure blood"?
