Rile people up, if courts reject his current memorandum he then use the insurrection act to continue riling people up, and expand the violence such that the court can't say no to him. Even though he started it all.

This is absurd. I don't have context or know of the reasons behind persistent protests. But I can exasperate that it makes me uncomfortable that free speech is enough to call upon military operations upon civilians.
