That's the problem with a membership which can only be cancelled by the respective member but not by a majority of the other members.

As the EU simply has no provisions for this. And no real motivation to change.

Because there’s no way to do so. The closest thing to it is triggering Article 7, which suspends the vote in the Council, and that is indeed long overdue.
