People aren’t taught to drive in changing conditions. Not saying that’s the whole problem, but many don’t adjust their speed.

That's one reason I like 20mph zones - I drove 10 miles across south London in a snow storm, a year or so ago, and didn't see a single bump, skid, or stupid speeding.
