@pelosi.house.gov if Democratic congressional leadership don’t lead an en masse halt to all legislative business after today, I don’t know why they’re worth supporting. What moment could more demand a response of intractable and tedious opposition? Shut it all down, and refuse to budge.

Look at their major donors, like @schiff.senate.gov here. They've got a lot of the same major donors as the GOP.
We won't see action because they've been told to sit back and watch or they'll be primaried by A PAC supportive candidates.
How about the entire Dem caucus march to the White House and force their way in? Mass civil disobedience.
We voted them out of power.
They can do performative delay and talk.
They do not lead a single branch of government.
They can stop nothing.
Democrats stayed home.

Focus on who has the power, their donors, and supporters:

Rules vs law has no bearing here.
Even if they blew off rules, it would mean nothing.
They have no power to alter a bill, change a vote result.
They could sit on the floor for weeks. They would vote around democrats.
They can talk.
