It would have been a great casting but I get how the character himself voice is probably different than the one Yuri could do for him, Troy Baker did amazing job and honestly his voice fits super well
He actually did not! He explained it at a panel in a con, but the peeps that localized the Tales game preemptively called him, and apologized that he couldn't audition for Berseria bc he already voiced Luke in Abyss.

Uh yeah I thought this is who yuri lowenthal was for years and people would mention him and I’d be like “damn that game has a ton of reach doesn’t it” and I was shamed greatly when I was eventually educated.
Funny thing is, Yuri Lowenthal did voice another character in the same game: Flynn, who just so happens to be an old friend of Yuri Lowell! (Man, even the last names are similar!)

I think Yuri said that Troy was indeed the right choice for Yuri; even if he did miss out on having the joke of "I'm Yuri, and I voice Yuri"
They specifically apologized bc of the MC's name.
