Because then it’s a layoff. If they bulk fire it’s not seen as based on your performance or seniority the position is terminated

All of the reporting on the reductions at CDC state the initial action was a layoff, that employees received layoff notices as part of RIF implementation

Because they were let go by no fault of their own. Layoffs are done by least seniority first, how they are doing it is eliminate all the job classes in a dept., which isn’t a layoff but reorganization, and then reform the classes and put who they want in the leadership roles. Elon did it at Twitter.

Since, whoever it is that makes these decisions Miller, Musk, knew the jobs would end up being reinstated they could fill the senior positions with their own choices since most of those employees would be quickly hired elsewhere, take the buyout or retire.

You are working under the premise that the cuts were following the legal protocol. The DOGE cuts just said you don’t work here anymore. They never notified Congress, the unions or in some cases the executive office they worked for.
