It will fulfil the promise to end single year funding settlements and give councils certainty over multiple years.
A consultation is also happening to ensure calculated funding is fairer for all councils.

I think boroughs like City & Westminster get away with really low council tax due to the massive sums of money they raise through business rates.
Council funding from central gov will go from £60.4bn in 2023/24 to £69.4bn in 2025/26 (this year) to £79.3bn in 2028/29.
Along with ensuring it's spent wisely - which is where the grant reorganisation comes in to save admin money - and the local gov. reorganisation which reduces overheads.
