not defending the city. i think in this case, it's somewhat a process problem. if adding 6 housing units also requires sewage upgrade, it is indeed not a minor change. and since committee of adjustments only deal with minor applications, they would indeed reject it.

That's just the entire pool of committee members. Actual size of any given CoA panel is between 3-5 members, so there's the additional benefit of the inconsistency of which members are present at any given sitting.
