can you share some of your methodology to determine this.? I wonder if this is more a measure of how effective HotSpot parking is at encouraging payment. is this truly vacant spots or spots that haven’t been paid for but which may not be empty?
It is true (I think?) that these "available spaces" depend on payment and likely HRM doing enforcement. Someone could park in a spot at 6 am, get a ticket (or not), and just stay parked there all day.
I'm not sure what if any checks there are on things actually being available (beyond enforcement).
Still, even if what I described was happening, and moreso, I might expect some change in available spaces. For example if more people were just parking before the paid time began and leaving their vehicles there I might expect available spaces to go up noticeably since those spaces could not be used
