it's getting cut out. They can put it in but it's going to be kicked out. There is literally someone whose job is to check the bill for this stuff and they will kick it from the bill if it breaks the rule.

Considering they're passing this at 4:00 in the morning it seems to me they're counting on people not paying attention. So...I don't know it doesn't make a lot of sense
