New developments in Labrador, particularly the Gull Island project (2,250 MW) and upgrades to the Churchill Falls plant, will increase capacity by 3,900 MW. Hydro-Québec will purchase the increased capacity and co-develop the new projects, taking on construction risks and cost overruns.
