NWS and FAA have separate automated weather station programs. In Alaska, about two-thirds of the airport wx stations are owned and operated by FAA, one-third NWS (there are a handful of sites with joint responsibility).

History mostly. When automated wx observations started to be deployed in the 1990s the highest priority was replacing human observers, and both NWS and FAA had people to replace. Eventually expanded to places that never had human observers (especially FAA). NWS has not change much in ∼20 years.
