Why? Finland already has a highly specialized military geared to fight russia. The increase will only strengthen an already capable army in a sustainable way without a big rise in budget deficit or cutting of social programs.
Some of the budget will go to a small professional army, without the conscript teaching duties like currently. I guess we will see some Finnish interventions in foreign (allied) countries in coming years.
Obviously the increase will happen incrementally. Planning purchases and placing orders on defense material will take time. You can't just go to some army shop and spend couple of billions of euro's.
Not quite so. NATO's calculations are not including obligatory conscript costs which are 1 - 2 % in Finland which means that the total amount in 2024 was 2,4% + (1 - 2%) = 3,4 - 4,4%. We don't have actual mercenary army.
