Looks like Bremen in Germany, might be Port Of Bremen (there is a town called Bremerhaven).

After WW II it was part of the US occupation zone.

Technically, a lot of Germany and Austria was part of formal Occupation Zones. But I guess we should not assume that map to be founded on logic. Maybe they just wanted a harbor in Europe.
