I'm seeing it on the web too! The emoji are all part of your character set, so it might be a browser issue, or something to do with the font being rendered.

Twitter actually replaces emoji characters with images to make them look uniform everywhere; Bluesky seems to just use your system emoji font. Win10's emoji font doesn't have flags, but Firefox includes Noto Color Emoji for those IIRC?
