There are so many. I mean you can just pick any kind of format that suits you work and what you want to achieve.
I myself use MD and EPUB3.
But then again I think that rulebooks are that, rulebooks, and art should evocate the rules. Not that it's an artbook with rules on the side.

Hmm I honestly never looked at it as a choice but what's most easy to use. Used to always convert epub to pdf because I couldn't find a nice free reader, but this was long time ago

With that in mind, I'm in the minimal information digestion blocked camp.
Aka the less there's to look at, the easier will the reading and understanding of the rules be.
