In America it is $130 for a new one , and the process is to go to a location that is authorized to send it and you need to take you birth certificate and your driver's license

Then it can take up to 8 weeks IF everything is done correctly
It was so hard I always had someone to double check my work because I didn't want to cause a delay for others but yeah it's always easier to go to someone 'trained'
Costing less if you are young and (much) more if you want it in three days.
60€ for a not young and patient person.

Renewal is easy all done online.
First time application is easy enough just a stamped form from any Garda station. Birth cert and Photos.
