Agreed. I spent time in the Middle East & you see such vehicles everywhere, generally with a guy on top or sticking through a roof access behind a very large caliber weapon. The advice I got was don't draw attention to yourself and if asked what you think of the king, just say he's wonderful.

In the 2000's my brother's neighbor was suicidal and called 911. Portland cops cordoned off the entire block and launched an insane major military operation just to have fun with all their military toys. Snipers on roofs. Flattened half his house with a tank before shooting him to death.

The uniform of the London Metropolitan Police (first police force) was chosen to be blue so that it was the opposite colour of the uniform of the British Army (red and white). The idea to ensure people see the police as very different to the army is a point that should be remembered in the US.

Generally speaking, such military gear is provided via federal government grants.
A program I BELIEVE was initiated by Obama (could very well be wrong in that belief to be fair), but was certainly in effect during his admin, as well as Trump’s and Biden’s.
