Am I truly insane or shouldn’t the elected officials of the city have say over what their police department is doing? I’m not quite sure why all of the blame is just being passed along Pass, the Democrat led administration

You'd think so, right?

I'm starting to think that no big-city mayor actually has control over their big-city police department. There's so many ways the cops can essentially ignore anything they don't like from city hall, and nobody seems to have a way to make them obey.

This is my understanding from what I've read of historic and current city politics. The police have a lot of influence because they can decide if and where enforcement happens. If a mayor pisses them off, crime will "go up"

And they have potentially the most powerful and most awful unions backing them up.

It's a huge mess and I don't know how it gets fixed at this point.

Yup. And the depts and unions will do whatever to maintain their (excessive, militarized) power and control.
