In theory, totally. The problem would have come if Frieza just blew the planet up (as he does a lot). Then they probably die before they ever come online.
I think they would have eventually, but I don't think they were strong enough at the time Frieza landed on Earth. Although if he had half a brain he would just blow up the planet from orbit. Big if.

Android 20 and 19 had the ability to drain energy and Frieza absolutely would not take them seriously enough to avoid their grasp.
Unfortunately, Frieza probably would have blown up the planet or just been gone by the time any of them were activated
