This reporting makes the situation see more complicated. If it is really is criminal and not based on immigration status, it's a little more usual, though made more likely by increased efforts to cross reference immigration and criminal records.

The quotas are hard to reach and ICE/CBP are lazy. Easier to pick up people that have registered and not going to respond aggressively than actually picking up criminals to deport. Grandma is easier than gang member.
