Admittedly, even though I never left IRC, I'd probably encourage something like https://Snikket.org (modern bundle of XMPP server, clients, and web admin) over it, since it's a lot more mobile-friendly by default, no separate bouncer like Quassel needed
I wonder how IRCv3 has been going, at least at the protocol level it’s been possible to define an extension for stickers for a while (though, no clients for it)
