Mandatory training, testing and liability insurance for all gun owners (as we do with automobiles) with highest rate premiums during the 18-25 age group that science has revealed is still forming their pre-frontal cortext logic function. That’s a great start.

- Less than 2% of Gun Fatalities are accidental
- No Liability Insurance for cars, guns, fists etc pays for DELIBERATE harm

To my mind periodic tests for proficiency and safety skills, with firearm ratings similar to those in pilot licensing for different classes of aircraft -- are a superior solution rather than banning classes of firearms outright.

I take seriously the phrase "well-regulated".
