They were solar panels that were used to heat water in the WH. They were installed in 1978 for $28k & removed by Reagan in 1986. Carter had presented a plan in a SOTU to put the country on a clean energy path with 20% of energy coming from renewable sources by 2000. We should have stayed on course.
