Napoleon made peace with Alexander I after the beginning of the ceasefire.
On June 9 (21), 1807, an ceasefire was concluded.
On June 13 (25), the two emperors, Alexander and Napoleon, met on the Niemen River.
Ceasefires inevitably precede peace treaties. I think Medinsky argues that belligerents often (always?) engage in negotiations while the fighting is ongoing.
