Other efforts to fight federal power, like sanctuary cities, are arguably more effective because they play in spaces where federal and state power might be more fluid.

Most of that seems to fall on the idea that the feds might be able to do something and state governments just don't have to assist them in any way. Hard to see how we could do that with collecting federal tariffs and duties.
Assuming this wasn't just another grift (big if), Republican senators and business pressure seemed more effective in stopping the tariffs. Convincing Congress to take back tariff power is probably the right way forward.
