PM 25-13 is about OCAHO, and Sirce isn't done blowing the whistle. Current acting Attorney General McHenry is Chief Administrative Hearing Office at OCAHO, so it's his agency. But Owen is writing a ton here about bad stuff at OCAHO. https://www.justice.gov/eoir/media/1387906/dl?inline

BTW Jean King, who Owen called out in two previous memos, is also at OCAHO (for now I guess?). Owen says OCAHO was subjected to "a targeted campaign of harassment" and "unprofessional" and "potentially unlawful conduct." And it was conducted with "improper animus."

She describes "institutional marginalization" of OCAHO due to "a systemic campaign of harassment by the agency." That includes not linking to OCAHO's webpage from the EOIR's webpage... for real. And not publishing OCAHO decisions the same day they were issued.

There's more. It reads as mostly petty score-settling now that McHenry runs DOJ and Owen runs EOIR. Hard to tell what if any effect these revelations are going to have on OCAHO going forward.
