President Biden has no control over what happens after he leaves office. At this point, without a clearance no one gets access to classified information. After Trump takes office it becomes his responsibility to protect government information.

Cleared people make a commitment to protect government secrets under the pain of being punished up to being put in prison. The fact that Trump is able to dodge culpability doesn't mean the Joe/Jane civil servant can. Protecting secrets is everyone's responsibility.

It really isn't as simple as that. The government classifies information. There is a huge range of information that meets the criteria for being classified. It isn't as simple as saying X or Y and Z no longer meets the criteria of of being damaging to the US if disclosed.
