No Tax on Tips is in many ways the most perfect Trump policy. Deceptively magnanimous to working people. Totally corrosive to the country’s finances and social fabric by being ripe for scamming. Stupid low-trust people allergic to thinking and bad with money will love it

When I washed dishes, I didn't get a damn dime from the wait staff. They pocketed all of it.
I hated people that would tip me less, but in cash, and tell me they were doing me favor because I didn't have to pay taxes on it. That's a sop for their cheapness lol -- You can tip me more and I'll take my chance on the taxes, thanks.
Ultimately employees get to decide what they report, but you could get busted by the feds, and/or the state. Full reporting helps your financial status as well (loans etc).

If they really want to make an impact, cut taxes completely for the bottom 25% or more and increase it for the top 1%. They won't, like you said it's a scam.
These are "I'll gladly pay you Tuesday for a hamburger today" style IOU notes.
It's the Trump MO though. Dangle short term cash while making things more expensive and taking away benefits long term.
No tax on Social Security while looking to eliminate both it and Medicaid.
No tax on overtime, while forcing people to work 80 hour weeks to survive. (And watch employers work to eliminate overtime anyway).
