Just get rid of OT in the regular season. Use ties. Teams would be more incentivized to win instead of playing for OT.

If the league doesn't like ties, go back to sudden death and just give the home team the ball in OT. That way nobody can blame the coin flip. And the "unfairness" will even out over the course of the season.
