The CCCTB was supposed to achieve this without forcing a minimum tax rate on countries.
Smart tax jurisdictional arbitrage is Ireland’s comparative advantage.
But:
1. Ireland doesn’t refine it - just sells the cheap crude stuff (no real domestic industrial development)
2. No infrastructure or sovereign wealth fund to show for it.
3. “Dutch disease”- high cost, uncompetitive environment

I wrote an op-ed on this exact issue, which can only be fixed by Congress closing offshore loopholes in the US tax code.
Tariffs on the EU are the wrong answer. "It would hardly be fair or effective to punish Ireland for the sins of US tax policy."

to me, ( an idiot), this suggests the same amount of eu to us exports exists - just that europeans are paying lower taxes than they should? ( because why pay even low taxes on exports if they don't exist at all?)
