It is pretty weird, Manic Miners (the Rock Raiders remake) managed to avoid this fate even though it's a direct remake of a pre-existing game. Could it be something a straightforward as the act of using the name Bionicle specifically?
Regardless of the reason, what a shame :/

According to one of the former members of the development team, a few years ago, they did try to license the IP from The LEGO Group, but these talks ended up going nowhere.

I think it’s cool they’re still counting with the project with an original concept. It helps the devs create their own creative identity. Also liked when the Mother 4 devs rebranded to Oddity (a game that will definitely actually come out at some point maybe).
