This nomination was from a Ukrainian politician. His Venmo payment probably just cleared the bank. However, I believe, Pakistan nominated the dumb fucker, too.
Could be literally anyone, like, that's how it works! The process AFTER is a little more vigorous, but the nomination itself is, IIRC (and shortened) a few paragraphs with a name and some 'accomplishments'. You could nominate me if you wanted! (don't...but...you could!) "Nominations" mean nothing.
