I'm back from a 15-minute walk down Florida Ave. Three separate times I had to avoid a bicyclist riding on the sidewalk who refused to yield to me. This means jumping onto a busy, 35-45mph traffic street.
What is the right thing to do, & short/long term solutions?

First off - being buzzed by cyclists on the sidewalk is shitty behavior. Sorry that happened.
In my experience as a bike commuter, people won't ride on streets where they feel unsafe, even if there is bike infrastructure.
So I'd point my finger at cars.

It's always the larger vehicle's responsibility to not hit the smaller vehicle/pedestrian
Bikers don't want to have to swerve into the street if there's no bike lane, but that's not your problem
As a pedestrian, I'd act confused and slowly get out of their way, so bicyclists slow down to pass, then make a friendly apology. Bad infrastructure isn't reason to pick fights with other users.
The streets are dangerous, but I rarely need to get into the sidewalk, and I slow the f down and pull way off for pedestrians.
