A software development methodology is a set of processes and practices for developing software (e.g., how do we approach design? How/when do we test? etc). There's no "Agile" methodology, though there are methods that are agile. Extreme Programming is an SD methodology. DSDM. RUP. And so on.

I’d call TDD a development methodology.

My guess is that these are *project management* methodologies - you can use Kanban for example for making cars (IIRC that was where it was originally created for).

A software development methodology would be TDD, which is specifically for writing the software itself.
