The fucking moron refs barely can do the job they have let alone also being the center of attention. Why don’t we just have the officials sit at center circle and they just talk to each other for a bit and eventually choose the winner? Howard Webb would love that! No players just his boys chilling?
If the ball is in play, then it would already be an indirect free kick. If it's out of play i.e a goal kick, then the restart wouldn't change. The key thing is proactive management of the delays, hurrying keeper, telling you'll add the time.
Every new rule's max punishment is tested and tried against Arsenal. If it works, and sets an example for everyone, then it's good and never called again.

Just put an Apple Watch on the ball, it automatically stops the clock when it stops moving. So easy. Then it judges the ball for not washing its hands for 20 seconds!
Could easily enforce the current laws if the refs did something similar to the NBA's 5 second count.
Visibly count off 8 seconds with an arm gesture.
Rule could be modified to give a throw-in at the touch line or a yellow card... but corner kick is madness.
Need to sort out far more onfield problems than that, one being the corner that would occur from this new system the holding and blocking of the keeper is out of control !!
