one looked like it had a sort of stem still attached. they may be designed to give at a certain amount of impact, the way metal guardrails are meant to balance stopping a vehicle without stopping the people inside from being alive

The WBA is an illegitimate entity and does not speak for all bollards. The best bollard is an untouched, undamaged bollard with a nice paint job or a smooth plastic sleeve. Violence and mayhem have no place in a society that aims to provide happy, comfortable bollardry.
