I believe they are finding the editor on MSWL and not realizing HarperCollins is a publisher not an agency.

Yes, I know I've almost done that very thing after seeing an email listed (and sometimes with the suggestion to contact the agent) but I have caught myself and gone to the agency's submission guidelines. So I sympathize with them.
