I mean, every state has ability to change constitution by parlament and most if not every can do that with mininum 2/3 of majority
We can put them out of everything, Schengen, everything, isolate them as quarantine
The remaining countries but Hungary and Slovakia decides to form a new EUS - European United States.
Hungary and Slovakia continues as members in EU by themselves.
