So because of how US federalism works we don't have a national police force - we have federal law enforcement that has jurisdiction over certain crimes and certain areas.

So for example there the US Postal Inspecorate Service whuch has jurisdiction over mail crimes and the US Park Police which has jurisdiction over national parks.
Then you have the Border Patrol, whichs jurisdiction over the border and everything within 100 miles of one, but only for customs and immigration violations.
All of this adds up to we have local police forces with military surplus - and they use it because if they don't the jurisdiction they work for will make them get rid of it.
All that's similar to the UK; each county has a police force, we have Border Force, National Crime Agency and London even has Parks police. Some organisations have investigative powers, the results of which may be passed to police or they take legal action.
