The *very first article* I linked you described Trump's plan as a "revival" of the Biden administrations attemps to get Egypt to permanently accept Palestinians in the Sinai.

The remaining articles confirm this is what Biden tried to do, and that al-Sisi rejected it.

The plan Biden had put forward (linked in the other posts you didn't bother reading) was to relocate the population of Gaza to Sinai, but then make no commitment to allow them to return to Gaza.

The refusal of the USA and it's proxy Israel to offer any right to return for those Gazans is the primary reason the Egyptian government rejected the proposals. This appears in the Insitute of Responsible Statecraft report that I linked you
