Egypt rejected this proposal, even after many threats were relayed to them regarding aid, and the Biden government backed away from it once they realised the Egyptians wouldn't agree to it. This was reported in the Reuters pieces I linked to you

Egypt rejected the proposal because, as I already linked you, the USA/Israel gave no guarentees that those Gazans would be allowed home. As such, it would constitute ethnic cleansing and a crime against humanity.

- USA tried getting Egypt to collaborate with the forced displacement of Gaza
- Egypt asks if the USA would allow these people to return to Gaza once the war was over
