A republic protects the individual from the easily manipulated masses. A democracy will feed his livelihood to the wolves (and arrest him for protecting his livestock)
A minority (rural voters in CO) dictating policy for their economic self interest on public property isn't democracy dummy. Also, ranchers are compensated generously for wolf kills.
