Defining the problem is tricky in political terms. IRL, changes in income distribution don’t always mean that people generating more wealth are stealing it from people generating less. Now, politically, does this matter?

On one hand, it’s easier to arouse people’s emotions if you can appeal to grievance. But on the other, it makes sense to tax income and wealth more in an economy in which wealth is vastly more concentrated — whether the concentration is morally blameworthy or not.

Modern Democrats have often lost their nerve on the subject of taxation, fearing proposals to tax anyone more will produce accusations of wanting to tax everyone more. Democrats in politics have also feared antagonizing their own very large donors. Even Biden equivocated on taxation.

My suggestion to Democrats would be to bite the bullet. Don’t wring hands over finding a way to make taxing high incomes and great wealth easy and popular — there isn’t one.

The federal government spends a lot more than it takes in. Taxing large fortunes more can reduce this imbalance.
