If legal it is always justified. How killing civilians is not punished or admonished is because international law is not enforced often to ever. So either get together and make new laws and enforce them or proclaim the laws are a paper tiger or lead dove.
What would 🇬🇧 Emmeline Pankhurst think? She was imprisoned “multiple” times for her activism, was known for her militant tactics, which led to women gaining the right to vote in the 🇬🇧 UK.

Terrorism is a loaded word, like criminal, it’s not necessarily the best indicator of morality.
