Not sure about TurtleWoW but on retail the formal dangui only appears on dare ocassion and is sold 1 time for that day. This is why they are worth 100k on the AH.

Yes! It is this rare in #turtlewow too, and also on a timer. I was able to get one by parking an alt with exactly the gold needed +30 copper right next to the vendor, staring at her, breathing down her neck, watching her work, refusing to leave her house.
Since it is not BOE I then learned it for tmog and then traded it to trusted players who then gave it back to me, destroying the price of it on the AH. OUR DANGUI!
