Semiconductors require very precise movement of tiny parts. They are far away from things like roads and rails because they need to control access to them so nothing heavy goes by during certain steps in the process.

We also still don't have the natural resources or supply chain domestically to spin up fabs. Like, Shenzen is unique, and a new city would have to be built to mirror it. We can't just make an extant city work like it.
