I can’t see how this is easily enforceable. As an intangible good, the final film is part of a multi-step production & financing process. If the movie is edited outside the US, where was it made? If it was filmed on location in Iceland but all producers are in the US, where was it made?

If the US wants its version of CanCon requirements, then it should pass a law giving the government authority to do that. There's no way to tariff TV shows or movies, so this just looks like a case of the US having a tariff hammer and thinking every problem looks like a nail.

This sector employs over forty thousand Canadian workers. It absolutely impacts this country. It is just another battle in Trump’s economic war on Canada. The flip side however, is how much more gets exported out from the US to the rest of the world, in this industry. Reciprocal tariffs are coming.
