Good luck with a libel claim against the President or Subordinate for statements made as "official acts". I'm sure the Supreme Court will TOTALLY allow that lawsuit to proceed. . .

I disagree with the SCOTUS, but I guarantee they won't allow a libel suit against the Press Secretary of the Pres.
